Batas Permukiman (bahasa Rusia: черта́ осе́длости, chertá osédlosti, bahasa Yiddi: דער תּחום-המושבֿ, der tkhum-ha-moyshəv, Ibrani: תְּחוּם הַמּוֹשָב, tẖum hammosháv) adalah wilayah barat Kekaisaran Rusia dengan perbatasan yang berubah-ubah dari tahun 1791 sampai 1917. Di wilayah ini permukiman permanen Yahudi diizinkan, tetapi di luar itu permukiman permanen atau bahkan yang bersifat sementara[1] dilarang. Kebanyakan orang Yahudi masih tidak boleh tinggal di sejumlah kota di dalam Batas tersebut. Meskipun begitu, orang Yahudi dari golongan tertentu dalam jumlah yang terbatas boleh menetap di luar kawasan ini, seperti mereka dengan pendidikan universitas, mereka yang diangkat menjadi bangsawan, anggota perhimpunan dagang yang paling menonjol, sebagian perajin, beberapa personil militer dan beberapa penyedia jasa yang terkait, serta anggota keluarga dan terkadang pelayan mereka.
