Francis Everett Townsend (/ˈtaʊnzənd/; 13 Januari 1867 – 1 September 1960) sebagai seorang dokter dan aktivis politik Amerika Serikat di California. Pada tahun 1933, ia merancang skema pensiun hari tua untuk membantu meringankan Depresi Besar. Dikenal sebagai "Rencana Townsend", proposal ini akan membayar setiap orang yang berusia di atas 60 tahun sebesar $200 per bulan, dengan persyaratan agar semuanya dapat dibelanjakan dengan cepat.
