Harper yang terletak di Tanjung Palmas merupakan ibu kota County Maryland di Liberia. Kota ini merupakan kota pesisir yang terletak di antara Samudra Atlantik dan Sungai Hoffman. Harper adalah kota terbesar kesebelas di Liberia dengan jumlah penduduk sebesar 17.837 jiwa.[1]

Kota ini dinamai dari Robert Goodloe Harper, seorang politikus Amerika Serikat dan anggota American Colonization Society. Ia adalah orang yang mengusulkan nama "Liberia" untuk permukiman baru budak-budak kulit hitam yang telah dibebaskan di Afrika.[2] Dalam sejarahnya, Harper pernah menjadi ibu kota Republik Maryland yang berusia pendek.

Sebelum meletusnya Perang Saudara Liberia Pertama, Harper merupakan pusat pemerintahan yang penting. Harper secara perlahan dibangun kembali tetapi menghadapi kesulitan akibat ketiadaan listrik atau air.

Salah satu dari dua universitas negeri di Liberia, Universitas Tubman, terletak di kota ini.
