Heeren Zeventien atau biasa disebut Dewan Tujuh Belas adalah sebutan untuk para direktur VOC yang berjumlah tujuh belas orang dari 17 provinsi berbeda. Dewan Tujuh Belas bertugas untuk menetapkan kebijakan yang berlaku di daerah jajahan VOC dan juga mengatur perdagangan di Hindia Belanda. Markas besar dewan ini berada di Amsterdam.

Latar belakang lahirnya Perusahaan Hindia Timur Belanda (VOC) dan Dewan Tujuh Belas adalah karena Pemberontakan Belanda-Belgia atas Spanyol yang menyebabkan perang 80 tahun dari 1566 hingga 1648.[1] Pemberontakan ini didukung 17 provinsi di Delta Sungai Rhein, sehingga muncullah Dewan Tujuh Belas yang mewakili 17 provinsi berbeda.
