Ilocos Norte atau Ilocos Utara (Filipino:Hilagang Ilokos, Iloko:Amianan nga Ilocos) adalah sebuah provinsi Filipina di Ilocos, di bagian barat laut Luzon. Ibu kotanya adalah Laoag City. Provinsi ini berbatasan dengan Laut Filipina di sebelah barat dan Selat Luzon di sebelah utara.

Provinsi ini terkenal sebagai tempat lahirnya mantan Presiden Ferdinand Marcos.[2] Ilocos Norte juga terkenal sebagai tujuan pariwisata terkenal di utara, sebagai lokasi Fort Ilocandia, daerah resort dan perhotelan pantai terkenal di kalangan ekspatriat.[3] Luas wilayahnya 3.504,3 km² sementara penduduknya 593.081 jiwa (2015), yang berarti kepadatan penduduknya adalah 171 jiwa/km².[4]
