Jaak Panksepp (5 Juni 1943 – 18 April 2017) adalah sebuah ahli neurosains dan psikolog Estonia-Amerika yang menciptakan istilah "neurosains afektif", yang merupaka sebuah nama bidang ilmiah yang mempelajari mekanisme otak emosi. Ia bekerja di Bangku Diberkati Baily untuk Ilmu Kesejahteraan Hewan untuk Departemen Kedokteran Hewan dan Anatomi Komparatif, Farmakologi dan Fisiologi di Kampus Kedokteran Hewan Universitas Washington, dan Profesor Emerits pada Departemen Psikologi Universitas Bowling Green.
