Khieu Samphan (bahasa Khmer: ខៀវ សំផន; kelahiran 27 Juli 1931)[3] adalah mantan politikus komunis Kamboja yang menjadi presiden negara presidium Demokratik Kampuchea (Kamboja) dari 1976 sampai 1979. Ketika itu, ia menjabat sebagai kepala negara Kamboja dan salah satu pimpinan paling berkuasa dalam gerakan Khmer Merah, di samping Pol Pot tetap menjadi Sekretaris Jenderal (pimpinan tertinggi) dalam partai tersebut. Khieu Samphan adalah bekas pemimpin Khmer Merah yang paling lama hidup kedua, selain Nuon Chea. Pada 7 Agustus 2014, keduanya mendapatkan hukuman penjara seumur hidup atas tuduhan kejahatan melawan kemanusiaan pada saat Genosida Kamboja.[4][5]
