Manifesto N'sele (bahasa Prancis: Manifeste de la N'sele) adalah sebuah manifesto yang dikeluarkan di Republik Demokratik Kongo (kemudian berganti nama menjadi Zaire) pada tanggal 19[1] atau 20[2] Mei 1967 yang menetapkan sikap politik resmi Gerakan Rakyat Revolusi (Mouvement Populaire de la Révolution, MPR), sebuah partai politik yang didirikan oleh Mobutu Sese Seko pada tahun 1966. Manifesto ini dibuat pada sebuah pertemuan MPR di N'sele, Kinshasa yang menjadi basisnya.[2]

Manifesto N'sele mendefinisikan posisi ideologis MPR sebagai kombinasi dari "Authenticité" dan "Mobutisme". Manifesto ini mendefinisikan Mobutisme sebagai ekspresi dari nasionalisme Kongo, penolakan terhadap tribalisme dan regionalisme, dan konsep abstrak "revolusi".[2][3] Nasionalisme dan penegasan kemerdekaan sangat penting bagi dokumen tersebut.[1] Manifesto N'sele juga menjabarkan maksud pemerintah yang mencakup perluasan kewenangan pemerintah nasional, program yang berkomitmen untuk meningkatkan standar ketenagakerjaan, menjaga kemandirian ekonomi, dan penciptaan "nasionalisme otentik".[4] Manifesto ini melegitimasi pembentukan negara satu partai di negara tersebut sebagai cara antipolitik untuk mengakhiri pertikaian politik dan ideologis yang menjadi ciri Krisis Kongo (1960–65).[2]

Yang penting dalam konteks Perang Dingin, Manifesto N'sele menolak komunisme dan kapitalisme sebagai ideologi yang tidak "asli" Kongo. [3] Manifesto ini menyerukan kebijakan "netralitas positif" dalam kebijakan luar negeri.[2]
