Nokia 7650 merupakan ponsel berkamera pertama dari Nokia, dan juga merupakan ponsel cerdas pertama yang menjalankan sistem operasi Symbian S60.[3] Diluncurkan pada pertengahan tahun 2002, ponsel ini beroperasi pada frekuensi GSM 900/1800 dan tidak dirilis di Amerika Serikat.
Meskipun ponsel tersebut sangat canggih di kala itu, sebagai ponsel cerdas Nokia 7650 sangatlah terbatas dibandingkan dengan model-model terbaru. Nokia 7650 hanya memiliki memori sebesar 4MB yang bisa menyimpan data sebesar 3.6MB.
Ponsel ini mendukung Bluetooth dan inframerah dan memiliki kamera beresolusi VGA (640x480). Ukurannya 114x56x26 mm dan beratnya 154 gram.
Ponsel ini memiliki waktu siaga 230 jam dan waktu bicara 4 jam dengan sekali pengisian.[4]
