Paul Richard Gallagher (lahir 23 Januari 1954) adalah seorang prelat Gereja Katolik Inggris yang menjadi Menteri Luar Negeri Takhta Suci sejak November 2014. Ia telah bekerja di dinas diplomatik Takhta Suci sejak tahun 1984 dan memegang pangkat uskup agung dan nuncio apostolik sejak tahun 2004, menjabat sebagai nunsius di Burundi, Guatemala, dan Australia.[1]
