Piagam 08 adalah sebuah manifesto yang awalnya ditandatangani oleh 303 intelektual pembelot Tiongkok dan aktivis hak asasi manusia.[1] Manifesto tesebut diterbitkan pada 10 Desember 2008, peringatan ke-60 dari Deklarasi Hak Asasi Manusia Universal, yang mengadopsi dan gaya dari Piagam 77 yang anti-Soviet yang dikeluarkan oleh para pembelot Cekoslowakia.[2] Sejak perilisannya, lebih dari 10.000 orang di dalam dan di luar Tiongkok menandatangani piagam tersebut.[3][4][5]
