Tilly Kasenda (lahir 29 Desember 1947) adalah seorang politikus Indonesia. Ia lahir di Manado, Sulawesi Utara, dan merupakan istri dari Rudolf Kasenda. Dia dipercaya sebagai Ketua Umum DPP Partai Damai Sejahtera (PDS) hasil Munaslub 2015 dengan ketua dewan pembinanya Pdt. Dr. Ruyandi Hutasoit. Pada 2015, ia diangkat menjadi salah satu dari 21 tokoh Kristiani terkemuka menurut majalah Narwastu.[1]
