Wendy yang lahir pada tanggal 4 Oktober 1972 adalah wanita Trinidad dan Tobago kedua yang terpilih menjadi Miss Universe pada tahun 1998 setelah sebelumnya diraih oleh Janelle Commissiong pada tahun 1977.
Ia mengikuti kontes yang diadakan di Stan Sheriff Center in Honolulu, Hawaii, tersebut pada saat berumur 25 tahun mengalahkan finalis dari Afrika Selatan, Rusia, Irlandia, Brasil, India, Venezuela, Amerika Serikat, Kolombia, dan Puerto Riko.
Setelah masa jabatannya habis, ia menjadi duta pada UNAIDS dan UNFPA yang bekerja dibidang pendidikan untuk HIV/AIDS.
