Przedsiębiorstwo powstało 1 stycznia 1984 roku na mocy ustawy o usługach pocztowych i telekomunikacyjnych z 1983 roku (Postal and Telecommunications Services Act 1983)[3]. Wydzieliło ono usługi pocztowe z dawnego Departamentu Poczty i Telegrafów (P&T), podczas gdy usługi telekomunikacyjne przejęła spółka Telecom Éireann (obecnie Eir)[4].
