Życiorys
Richard Neal urodził się 14 lutego 1949 roku w Worcester w stanie Massachusetts[1]. Uczęszczał do Holyoke Community College. Uzyskał tytuł Bachelor of Arts w American International College oraz tytuł Master of Arts na University of Hartford[2].
Przed rozpoczęciem kariery w Kongresie pracował jako nauczyciel w szkole średniej[2].
Kariera polityczna
Richard Neal rozpoczął swoją karierę polityczną na szczeblu samorządowym. Był członkiem Rady Miasta Springfield, a następnie pełnił funkcję Burmistrza Springfield w latach 1984–1988[2].
